Apparently openSUSE supports both ZYpp and YUM highlevel package managers.
The `HIGHLEVEL_PACKAGE_MANAGER` config doesn't allow expressing that.
There's a pull request here, but it needs changes to eg, handle
etckeeper.spec's tweaking of etckeeper.conf.
